My sequence pump did the same thing once but has not done that again. I would think the pump is defective. I would contact where you purchased it and see if you can exchange it.

yes 2 gfci's one on the tank and one for the basement sump

yes it can you just need to make sure your pump can handle the extra work. my sump is in my basement.

skimmer is in the sump, about 5-6" of water

I just picked up a purple tip anenome too. My Clarkii was all over it before we knew it. You could see him get really excited when he saw it.
