how do you measure gallons for eels? I know the inch per gallon doesnt work for them because they are longer. can i keep a hawaiian dragon moray and a zebra moray in a 125g tank?????

I have a question about the 5g for every inch of fish rule. Why is freshwater a gallon per inch. Is it because of the wastes that saltwaterfish excrete? I understand some fish need more gallons but why is it 5 for 1.
