Try the double net method. Get a large net, and a smaller one. Lay the large one on the sand, and constantly harass the fish with the smaller net (which can get behind the rock) and scare him into the large net thats waiting. Works every time.
This COULD be an indication of ich or a bacterial skin infection, they're basically scratching when they do this. Watch carefully over the next few days and look for discoloration or the tell-tale white spots of ich. If you don't see any, it could just be him scratching for the heck of it.
I wouldn't worry, you just described our porcupine's behaviour perfectly. They are very tame, and very human responsive. Does he have a favorite food? Try holding it at one end of the tank, he'll come right over and start spitting water at you until you drop it.

Another thing to consider is that there are a few more levels you're going to have to watch/maintain.
You need to check your calcium, and add it with a supplement if necessary. Calcium should be in the 400-500 range. A simple inexpensive way to dose calcium is with Kent Liquid Calcium...although...
Nesting behavior is not uncommon with these guys. I have a yellow tail damsel that built himself a cave by moving pieces of sand one by one until he hit the bottom of the tank. Is there anything 'threatining' in there?
Agree with Anthem...treat the ICH right away! Hyposalinity is the best method in my opinion.
I have 3 common cleaner wrasses...they are in 3 separate tanks since I tried to put 2 together, and one harassed the other so bad he jumped out of the tank.

Anyway...in lieu of the nori (seaweed), the packaged Seaweed Selects which you can get in almost any pet store are a great source of natural and nutritious food for algae eaters. Our tangs LOVE the stuff off a clip in the tank, they tear it...

To answer the question about feeding frozen food -- take a shot glass, fill it with tank water, and float the frozen in it. I usually leave it on top of the light bar for about 10-15 minutes, and that will defrost it. Then, pour it in.
It depends. Fish have different life spans. If you look at it scientifically, its almost impossible to tell the proper life span of a small fish since if its collected to study, its no longer in its natural environment.
