Your tank is already overstocked as it is; the tang will not do well in there long term. If you plan on getting an anemone, then the eel is definitely out -- anemones move around whenever they want to, and eels are blind as bats. A run-in is inevitable and will most likely be unpleasant. Eels...

It should look a little mucky after a water change; actually, before I do the change I usually use a baster to stir up the detritus from the rocks and try to suck up as much of the stuff up as I can when I'm taking the old water out.

First should be ammonia, then nitrite, and then when those read zero and you have only a few nitrates do a water change and you should be good to put your clean-up crew in there.

Honestly, you could go through many mandarins before finding one that will take to frozen food. I do not think you could meet a mandarin's feeding requirements with that small of a tank. Also, that's great that Legoalie's mandarin is eating brine shrimp, but brine has little to no nutritional...

I would put the brain on the sandbed. Brains have very delicate tissue that can be injured by rock. And considering their lighting requirements, and you having yours at the top of the tank, there might be an issue there as well. I think you'll seen an improvement when you move it to the sandbed...

Most toby puffers can be kept in a 30 gallon tank -- but that is the bare minimum. Any other puffers are going to require a system significantly larger than even a 75 gallon.
