You should change them about once a year, but you might want to change them at intervals. If you replace them all at once, the tank inhabitants will have to be acclimated to the new lights. Maybe just reduce the photo-period for a couple weeks, gradually increasing time bacvk to what you have it...

#1. For a clean-up crew, I would go with 10-12 hermits(I like blue legs and zebras, mix as you like), and some snails. In a 20gal., I would put about a half doz. astreas and a turbo snail. I don't know about emeralds, but 3 in a 20gal. seems crowded. Snails do better for me on algae control...

I think I would have to agree with jamesurq. I would really consider making the base of the stand as deep, front to back, as the tank. A 120 gallon tank is awfully heavy and you would want it equally supported on all 4 sides. Other then that, it looks like it will be a nice setup.
